DATA PLATFORMS · APPLIED AI · ECONOMIC SYSTEMS

PROFESSIONAL SUMMARY

Economics-trained data-platform and applied-AI delivery leader with 25+ years designing, modernising, and operating analytical systems across IMF and central-bank environments. Computer-science depth plus graduate economics training; hands-on leadership of data pipelines, AI-enabled workflows, stakeholder-facing platforms, and vendor-supported delivery. Leads a six-person delivery team at the IMF; stood in as Section Chief for two months of a fiscal year (budget, planning, stakeholder communications). Currently completing doctoral research in monetary theory and agent-based models of money emergence — the same instinct that built the platforms above, now turned toward the question of which institutional settlements actually survive.

EXPERIENCE

International Monetary Fund — Washington, DC2019–PRESENT
Senior Data Collection Platform Owner · Economic Data Lifecycle Engineering
  • Platform delivery. Led the integration of ICS (the Fund's economic-data collection input system) with iData, the newer data-management platform — SDMX-compliant services, cloud authentication, and the SDMX Central migration. Runs the production economics-data collection flows that member countries feed into.
  • Modernisation. Drove the ICS authentication upgrade and a forensic pass on operational logs that resolved long-standing performance and stability gaps. Coordinated the SDMX Central migration across teams.
  • Data quality. Reverse-engineered the Annual Observation Reports across the three producing teams, rebuilt the workflow with business partners, and shipped feature changes that improved user-reported outcomes.
  • AI tooling. Built the AIDA LLM document-summarisation interface on Azure AI; shipped password-less CBLD survey tokens; the CBLD legislation-coding prototype is now a testbed for an AI recommender trained on the legacy database.
  • Leadership. Stood in as Section Chief for two months during the fiscal year (section-wide budget, planning, vendor coordination, stakeholder communications). MSP transition through 2021 — instituted a daily cadence with the MSP team that stabilised service quality after an initial regression, expanded knowledge transfer, and negotiated additional resources.
  • Earlier: COVID-19 country-desk survey support feeding SPR's pandemic dashboard; ESI/CPIS rollout across 20+ countries.
Central Bank of Brazil — Brasília2008–2019
Analyst · Technical Lead · Innovation & Platform Leader
  • Public mobile apps. Led the development of Calculadora do Cidadão, Câmbio Legal, and Dinheiro Brasileiro, with REST APIs, geotagging, and augmented reality; team shipped five iOS/Android apps over three years, the widest public reach of anything in this CV.
  • Distributed-ledger research. Co-led the technical research on Quorum for financial-sector use cases: SALT backup-RTGS concepts and the PIER regulator information exchange. Member of the LIFT innovation-lab management board.
  • Corporate platform modernisation. Led the .NET platform team through ALM, one-click deployment, package management, repository governance, and the annual developer forums — turned internal developer support into an inter-departmental innovation workshop.
  • Chatbot and cognitive-computing initiatives; coordinated an early IT-service-desk automation project using ML and chatbots.
Network Perception — Champaign, IL2015–2017
Research Assistant (cybersecurity visualisation)
  • NPLive platform: JavaScript / D3 / AngularJS frontend, Python / Tornado backend; dockerised, automated AWS EC2 deployment, DevSecOps cloud architecture with CI.
Instituto Atlântico / Fujitec — Fortaleza & international2000–2008
Senior Developer · Lead Technical Consultant
  • Smartcard clearing and transit payments. Wrote the clearing-house component that produced payment-credits by authenticating cryptographic keys split across smartcards. Lead developer on smartcard pilot programs for two U.S. transit authorities (Denver RTD, Honolulu) and for an Italian integrator (Varezia and Pavia). The clearing-house and transit-payments work is the origin of the institutional interest that now drives the IMF platforms and the PhD research on monetary infrastructure.
  • Mobile and embedded. HP-sponsored high-performance image-processing server modules; network benchmarking on handheld devices; LG mobile testing and technical documentation.
